Specifically, the module is designed to serve as a single point of digital interaction between consumers, sellers, and government agencies responsible for consumer protection. For the first time, consumers can complete the entire problem-resolution process on a single digital platform: they can file a complaint directly with the seller, and if a resolution is not reached, they can submit an individual complaint to the competent authority or initiate a collective complaint that can be supported by other consumers. The system is designed so that if a consumer has purchased a product or received a service and encountered a problem, they can file a complaint online, directly with the seller, via the edemocrație.gov.md website. In the form, they describe the problem and select their preferred resolution. For consumers with an electronic signature, authentication on edemocrație.gov.md allows them to pre-fill the information required to file a complaint. After submitting the complaint, the consumer logs into their EVO Account on the evo.gov.md website, goes to the "My Requests" section, and then to the "Notifications" subsection, where they can find their complaints, requests, and requests for access to information, as well as track the status of their complaint. Notifications regarding the response are sent to the app or the EVO Account at the specified email address. Consumers who do not have an electronic signature can also fill out and submit a complaint via the edemocrație.gov.md website. The seller's response is sent to the specified email address. If the consumer subsequently obtains an electronic signature, they will be able to find their complaint history in the EVO Account under "My Requests" and "Notifications." If the issue cannot be resolved with the seller, the consumer can file a complaint with the competent authority without leaving the platform. An electronic signature is required to file a complaint. The platform forwards it to the responsible authority based on the selected category. If the same issue affects many consumers, a collective complaint can be initiated using an electronic signature. It should be noted that businesses can view all complaints addressed to the company in the EVO Dashboard, under the "Complaints" module. From the same module, they can view or download complaints and send a response to the consumer. Here, the seller can also grant another person the right to handle complaints. The module helps the seller grant the necessary permissions to the designated person to review and respond to complaints. Authorizations can also be granted via mpower.gov.md, where they are available under the heading "Access to the EVO Dashboard for Processing Consumer Complaints." Prompt complaint resolution allows issues to be addressed directly and prevents them from being escalated to government agencies. Large companies, retail chains, and service providers handling significant volumes of requests can integrate complaint handling into their own systems via MConnect. If the issue cannot be resolved directly with the seller, the consumer submits a complaint to the competent authority, depending on the selected category. Each agency reviews complaints within its jurisdiction and in accordance with applicable legal procedures. The module covers 12 consumer sectors and routes complaints to the responsible agency. The module is currently being tested in a pilot program. During the first few weeks of operation, the processes and tools designed for the three stakeholder groups—consumers, economic agents, and government agencies—are being tested.
