Energocom's obligation to provide a public service ensuring the reliability and continuity of electricity supply has been extended until the end of 2026
Government has approved the relevant decision. This decision is explained by the high volatility of the regional energy market, restrictions on interconnections, and the impossibility of concluding competitive contracts for the purchase of electricity for 2026. As noted in the explanatory memorandum, the draft was developed in the context of the entry into force of the new Electricity Law, which harmonizes national legislation with EU rules and ENTSO-E standards, strengthening energy security and market transparency requirements. At the same time, it is noted that the market situation has become significantly more complicated after Gazprom stopped supplying natural gas to the Transnistrian region under its contract with Moldovagaz, as well as against the backdrop of the ongoing war in Ukraine. Damage to Ukraine's energy infrastructure has led to instability in cross-border flows and a reduction in available import capacity in the ENTSO-E - Ukraine/Moldova direction. In August 2025, Moldova was allocated only 204 MW of guaranteed capacity, compared to the usual 255-315 MW. An additional risk factor was the sharp deviation of actual consumption from forecasts – up to 50% on a daily basis and up to 300–400% in certain hours, which made it impossible to contract standard products on a long-term basis. As a result, the electricity procurement procedures for 2026, organized by universal service and last resort suppliers, were canceled due to insufficient volumes of bids. Under these circumstances, Energocom continues to perform electricity procurement functions as part of its public service obligation, previously established until the end of 2025. Extending the mechanism for another year is expected to ensure continuity of electricity supply, reduce the risk of shortages during peak consumption hours (over 600 MW), and create more stable conditions for concluding contracts. In addition, this decision will enable Energocom to actively conclude contracts with local producers, including those generating electricity from renewable sources, which will contribute to the diversification of the energy balance and reduce dependence on imports. // 24.12.2025 — InfoMarket.
