Fourteen buildings at healthcare facilities in nine districts will undergo energy rehabilitation as part of the INSPIREE project
Relevant cooperation agreements for the project's implementation were signed on December 15 in Chisinau. As part of the INSPIREE project—"Initiative for the development of sustainable public infrastructure through energy-efficient renovation"—energy rehabilitation will be carried out at 14 healthcare facilities in Bălți municipality, as well as in the districts of Drochia, Florești, Orhei, Fălești, Ungheni, Hâncești, Causeni, and Cahul. Most of the healthcare facilities are district hospitals in these cities, and the work will cover a total area of 35,000 square meters. Specifically, the project will cover therapeutic, consultative, pediatric, surgical, and infectious disease units of the medical facilities. An energy audit is planned for 2026, and technical documentation is planned to be prepared, with the main work to be carried out in 2028-2030. As noted by Energy Minister Dorin Junghietu, energy efficiency is one of the priorities of the Moldovan government, and the INSPIREE project aims to support the achievement of this goal. “The cheapest energy is the one we do not consume, otherwise energy losses in public buildings can reach 50%, and in some cases even more. Most public buildings in Moldova no longer meet modern construction and energy efficiency standards, as they have not undergone any modernization or reconstruction work for decades,” he emphasized. Health Minister Emil Ceban emphasized the benefits of energy rehabilitation for medical institutions and patients: “About 3,000 patients are treated daily in 14 buildings subject to energy rehabilitation. Reconstruction of the buildings will create safer and more comfortable conditions for treatment, help medical personnel in the performance of their duties, and reduce energy costs. The saved resources can be used to improve medical care and modernize hospital equipment." The INSPIREE project is being implemented by the Moldovan government through the Ministry of Energy and the United Unit for the Implementation and Monitoring of Energy Projects (UCIPE). The project is being financed by the French Development Agency (a €30 million loan) and the German government (a €38.7 million grant) through the German Development Bank.
