ANRE has adjusted the mechanism for providing pipeline balancing services
In particular, the Management Board of the National Energy Regulatory Agency (ANRE) has approved an amendment to the terms and conditions for the provision of flexibility services through pipeline storage by the natural gas transmission system operator Vestmoldtransgaz (OST). The main amendment is aimed at introducing a dynamic mechanism for monthly recalculation of the storage capacity allocated to each balance responsible party (BRP). Thus, starting from the date of entry into force of the new decision, the natural gas transmission system operator will recalculate on the 10th day of each month the storage capacity allocated to each party responsible for balancing, based on the volumes actually transported during the period from the 1st to the 9th of the month. As noted by ANRE, this adjustment meets the demands of natural gas market participants and reflects the realities of a liberalized market characterized by frequent migration of end users between suppliers throughout the year. The new mechanism allows for a more equitable and flexible distribution of storage resources available in the transportation system, matching them with the updated market shares of suppliers. At the same time, the measure will further stimulate the liberalization of the natural gas market and reduce costs associated with imbalances in the gas network.
