The Ministry of Economic Development and Digitalization has initiated the relevant amendments to the Regulations on the Administration of Tariff Quotas for Imports of White Sugar and Sugar-Containing Products. Specifically, according to the draft, it is proposed that a total quota of 5,500 metric tons of sugar be reserved for processors. This applies to tariff lines 1701 91 000 and 1701 99, which will be permitted for use only as raw materials in production, without the right to resell. A 10% customs duty will apply within the quota, while a 75% duty will apply to shipments exceeding the established volume. The explanatory note to the draft bill attributes the need for these changes to high demand: As of April 30, 2026, eight processing enterprises had imported 2,820 metric tons, utilizing 94% of their allocated quota (3,000 metric tons). The new rules are intended to expand access to raw materials for small and medium-sized enterprises, reduce production costs, prevent the concentration of quotas among large importers and intermediaries, and ensure more uniform and continuous access to tariff quotas. A separate annual WTO quota of 1,000 metric tons will remain in place and will be allocated on a first-come, first-served basis without restrictions on the end use of the sugar. Consultations on the draft are being held through October 23.// 16.10.2026 — InfoMarket.
