Prime Minister Vasile Tofan announced this, noting that the new Law on Wages currently being drafted by the government is scheduled to be approved in October and take effect on January 1, 2027. It will lead to an increase in the wage fund for Moldova's public sector employees in 2027 by more than 5 billion lei—up to 38 billion lei. The prime minister outlined the main provisions of the future bill. Specifically, the base salary will be raised and will include most of the current allowances: it must account for at least 70% of total compensation, while the variable portion must not exceed 30%. It is proposed to reduce the ratio between the minimum and maximum salaries in the public sector pay scale from 1:15 to 1:10.5, which will allow lower salaries to grow faster than higher ones. The performance bonus may not exceed 4% of the base salary and will be paid based on performance evaluations, not automatically. It is proposed to limit the lump-sum bonus fund to 2% of the annual base salary fund, down from the current 5%; the funds freed up are planned to be directed toward a gradual increase in base pay. The number of base calculation factors is expected to be reduced from 10 in 2026 to 6 in 2027 and to 4 by 2032, which, according to the government's assessment, will increase the system's transparency and predictability. Vasile Tofan emphasized that the reform should eliminate structural disparities in the pay of public sector employees and create a mechanism for long-term wage increases. "We understand people's dissatisfaction with the pace of drafting this law and their skepticism that these raises will actually happen. The law was supposed to be ready in September, but we were unable to do so. On behalf of the government, I apologize for our failure to fulfill our promise to raise salaries starting this fall, and I guarantee that the new law will take effect on January 1, 2027," said the prime minister. At the same time, he announced that by the end of 2026, the government will allocate 560 million lei for additional payments to public sector employees whose monthly salary is less than 20,000 lei. This financial compensation is intended to partially offset the delay in the promised salary increase, which is scheduled to take effect on January 1, 2027. Specifically, education system employees—including administrative, teaching, and support staff—will each receive 4,000 lei, to be paid in installments of 1,000 lei per month. Employees of publicly funded institutions in the social sector, national defense and public order, healthcare, culture, sports, justice, and public administration will each receive 3,000 lei.
