At its meeting on Wednesday, the government approved a resolution establishing the Office for the Implementation of Strategic National Infrastructure Projects, as well as its charter and organizational structure. The office will operate autonomously, and the State Chancellery will act as the founding authority on behalf of the state. The Office will be responsible for the preparation, implementation, coordination, monitoring, and reporting on infrastructure projects financed from domestic and foreign sources. It will serve as the single unit responsible for implementing ongoing projects, including the construction of regional hospitals in Bălți and Cahul, and will assume the rights and obligations under loan and grant agreements, existing contracts, as well as the assets, funds, archives, and documentation of the reorganized entities. The agency's staff will consist of a director, a deputy director, the heads of five specialized departments, and 19 specialists in the fields of procurement, contract management, design, technical supervision, monitoring, finance, law, and administration. Oversight of the Office's work will be entrusted to a five-member board appointed by the founding entity for a four-year term without remuneration. The director will also be appointed by the Secretary General of the Government for a four-year term. The units being transferred to the Office will continue their work until the reorganization is complete to prevent the suspension of projects, payments, and the disbursement of funds. The new Office must fully assume their functions by January 1, 2027. According to the explanatory note, the annual operating costs of the office are estimated at 46.5 million lei, of which 38.5 million lei is allocated for the salaries of 26 employees, 5 million lei for office maintenance, information technology, and transportation, and 3 million lei for engaging international technical assistance teams. The establishment of the agency is not expected to increase the maximum headcount of the central public administration, as the staff will consist primarily of employees from existing units within ministries and agencies.
