The European Consumer Center of Moldova (ECC Moldova) has released two free practical guides on filing, reviewing, and resolving consumer complaints, which are available to both citizens and businesses. The "Consumer Guide to Filing Complaints," developed in collaboration with the State Inspectorate for the Supervision of Non-Food Goods and Consumer Protection, explains the procedure for drafting and submitting a complaint, the list of required supporting documents, the timeframes for review, and the next steps to take if a seller or service provider refuses to resolve the issue. The guide also contains information on basic consumer rights, competent government agencies, mechanisms for out-of-court dispute resolution, and a sample complaint. The guide is available in Romanian and Russian. The second guide—"A Guide for Professionals on Handling Consumer Complaints"—is intended for sellers and service providers. It describes the complete process for handling complaints: from receiving and registering a complaint to preparing a response, implementing the decision, and archiving the case. The guide explains the rules for repairing and replacing non-conforming goods, price reductions and refunds, conducting technical inspections, exchanging and returning non-food goods, canceling distance contracts and contracts concluded outside of business premises, as well as resolving disputes related to unfair commercial practices and unfair contract terms. The guide is also available in Romanian and Russian. Both guides contain sample forms, notices, and other documents and are available for free download on the ECC Moldova website.
