Macroeconomics

  • The average monthly gross salary in Moldova rose by 11.5% in 2025 to 15,594.5 lei; real growth adjusted for inflation was 3.4%. Net wages increased to 13,226.8 lei.

  • The number of wage earners increased by 3% in 2025 to 763,200. Employment grew fastest in construction (+19.6%), accommodation and food services (+15%), and administrative and support services (+13%).

Energy and Resources

  • Starting January 1, 2027, ANRE will adjust regulated natural gas prices quarterly. Depending on the supplier's actual and projected costs, a review may result in an increase, a decrease or no change in the price.

  • A permanent mandatory gas reserve mechanism will be introduced for supplying the Transnistrian region: at least 15% of the average annual consumption of the region's end consumers over the past five years, excluding gas used to generate electricity supplied outside the left bank.

  • In July, Energocom supplied 8.38 million cubic meters of gas to Moldova at an average price of 50.12 euros per MWh at the country's border; most of the volume was purchased under forward contracts.

External Economy and Trade

  • Moldova's exports to the EU rose by 12.7% in the first half of the year to 1.06 billion euros, while the EU share of total exports increased to 64.18%. Exports to Romania grew by 8.6% to 450 million euros, and to Germany by 1.7 times to 89.3 million euros.

  • Exports to CIS countries increased by 7.3% to 104.8 million euros, although their share of total exports fell to 6.35%. Exports to Russia rose by 3.2% to 48 million euros, while imports from Russia increased by 25.8% to 103.8 million euros.

Government Regulation

  • Parliament approved in the first reading the phased liberalization of foreign exchange transactions: the limit for certain transactions without NBM authorization is proposed to rise from 10,000 to 100,000 euros, and from January 1, 2028, to 250,000 euros.

  • Parliament approved new state aid rules. The de minimis limit will be 300,000 euros per enterprise over three years, 750,000 euros for services of general economic interest, and 50,000 euros for the agricultural sector.

  • Starting in September, ODA will move to monthly application windows for non-repayable funding: each round will open on the first business day of the month for five business days or until the monthly budget is exhausted.

Banks and Finance

  • The base CMTPL premium will increase by 13% from October 4 - from 1,257 to 1,420 lei. This is the calculation base to which risk coefficients are applied; the final policy price depends on the vehicle, registration area, the owner's age, driving experience and insurance history.

  • Victoriabank ended the first half of the year with a net profit of 256 million lei, up 40.5% year-on-year. Assets rose by 7.3% from the beginning of the year to 33.8 billion lei, while the loan portfolio increased by 17.6% to 14.8 billion lei.

Investment and Projects

  • A tender has been announced to prepare a feasibility study for reconstruction of the M3 Chisinau-Comrat-Giurgiulesti-Romanian border road between km 7.35 and km 44.35. The estimated procurement value is 8.33 million lei excluding VAT.

  • Marculesti Airport is planned to be integrated into the management of Chisinau Airport: 100 facilities will be transferred, including the runway, customs terminal, hangars, warehouses and utility infrastructure.

  • The government's August 26 agenda also includes amendments to the Single Programming Document for 2025-2027, rules for maintaining the list of procurement service providers, and the creation of an information system for professional certification of road transport specialists.

  • The government will also consider allocating funds to Arena Națională LLC to increase its share capital, as well as the regulatory framework for implementing the Single European Sky and operations in U-space airspace.
