The plan includes 52 specific measures and scenarios aimed at ensuring the continuity and security of the supply of electricity, natural gas, heat, and petroleum products during the cold season, as well as to prepare government agencies and operators for potential supply disruptions. Energy Minister Dorin Junghietu noted that gas prices on international markets have risen significantly, and that the severe drought in the region has affected electricity generation and, inevitably, had an impact on the market. According to him, the government has taken all these risks into account and has prepared the necessary measures to ensure the country safely gets through the cold season. "Every family must have access to energy and be able to safely get through the winter, regardless of what happens on international markets," stated the head of the Ministry of Energy. The approved Action Plan for Preparing for the 2026–2027 Heating Season sets clear deadlines and identifies the agencies responsible for their implementation, specifically those directly involved in the sectors of natural gas, electricity, petroleum products, safety, and energy efficiency. The priority during the cold season is to strengthen the security of the electricity supply and increase the country's capacity to utilize energy available on regional markets. In this context, the plan calls for the start of commercial operation of the 400-kV Vulcănești–Chișinău power line by the end of October, measures to increase the commercial transmission capacity of the lines on the border with Romania, and maintaining the 110 kV power lines in working order so that, if necessary, they can be used to supply Moldova from Romania. The document also calls for an assessment of the possibility of meeting electricity demand through organized markets and imports. The National Energy Regulatory Agency will prepare for the launch of an organized market for bilateral contracts. In the natural gas sector, the plan emphasizes the diversification of supply sources and routes, as well as the continuous buildup of reserves. Energocom must replenish its gas reserve stocks by October 1, and by November 1, all natural gas suppliers must complete the formation of reserves equivalent to 15% of annual consumption, proportional to their market share. "Moldovagaz," the authorized company responsible for supplying natural gas to Transnistria, will also ensure reserves amounting to 15% of total consumption on the left bank of the Dniester. Special attention is also being paid to the technical preparation of the infrastructure. By October 15, the necessary work to prepare energy facilities, heating, gas, and power grids for the cold season must be completed. In addition, backup power sources for critical consumers, operators' response capabilities, alternative fuel reserves, and stocks of materials and equipment necessary for rapid response will be checked. The plan also includes measures to strengthen the protection of energy infrastructure against cyber threats. Winter preparations are aimed not only at ensuring sufficient resources but also at reducing consumption wherever possible. Government agencies will monitor and report on energy and water consumption on a monthly basis, identifying unnecessary consumption and proposing measures for more efficient use of resources. At the same time, efforts under the energy efficiency programs implemented by the National Center for Sustainable Energy will be consolidated, with a focus on vulnerable consumers and the residential sector, and solutions will be proposed to increase the number of buildings connected to district heating systems.
