The American Chamber of Commerce in Moldova (AmCham Moldova) has submitted a corresponding proposal to the Ministry of Finance. The proposal notes that the technical integration of the Track&Trace mechanism requires approximately 12 months after the necessary documentation is provided to companies, and even if access to the test environment is granted in August 2026, the required level of technical readiness for the system could not be achieved until at least the third quarter of 2027. According to estimates by the business community, reviewing the technical documentation takes about one month, while developing, configuring, integrating, testing, and launching the system takes another approximately 11 months. Additional time is needed to fix errors after launch. At the same time, it is noted that the vendor responsible for technical integration does not yet have full access to the Swagger/API documentation required to interface with the Gov Repository and ID Issuer systems, and the specifications provided are insufficient for full integration. In light of this, it is proposed to adjust the deadline for the mandatory implementation of Track&Trace, taking into account the actual readiness of the technical documentation and the test environment. AmCham also proposes clarifying the procedure for applying European and national unique identifiers when exporting tobacco products to avoid additional labeling requirements. To eliminate duplicate reporting, it is proposed to distinguish the obligations of manufacturers, importers, distributors, and wholesalers, aligning them with existing information systems. In addition to the 18-month transition period, the business community proposes organizing a separate technical meeting involving government agencies, the Track&Trace operator, and companies, as well as conducting an assessment of all participants' readiness to implement the mechanism. AmCham believes that the system should be implemented based on clear technical requirements, compatibility with European solutions, and a realistic integration timeline. // 29.10.2026 — InfoMarket.
