Parliament passed a bill allowing the combination of these two types of pensions in its second reading. Currently, this right applies only to individuals with severe disabilities since childhood whose primary breadwinner died after April 1, 2025. The bill aims to strengthen social protection for individuals with severe disabilities since childhood and ensure they are treated fairly. The authors proposed amendments to the Law on the State Pension System to allow individuals with severe disabilities since childhood to simultaneously receive a disability pension and a survivor's pension, without having to choose between the two benefits. In addition, individuals with severe disabilities since childhood will be entitled to a survivor's pension regardless of the date of the breadwinner's death. This will eliminate the inequality caused solely by the timing of the death. The bill will take effect on January 1, 2027. Its implementation will require approximately 35.37 million lei. During the second reading, an amendment was proposed regarding individuals who lost a family breadwinner before January 1, 2027. They will be able to submit an application within 90 days starting January 1, 2027, to claim the right to receive both a disability pension and a survivor's pension simultaneously. In 2025, Parliament adopted a legislative initiative extending eligibility for survivor's social benefits and survivor's pensions to individuals with severe disabilities since childhood. Thus, as of April 1, 2025, individuals with severe disabilities since childhood who receive state social benefits are entitled to a survivor's pension, provided that the death of one of their parents occurred after that date. // 23.10.2026 — InfoMarket
