Macroeconomics
• Moldova's domestic public debt rose by 432.52 million lei, or 0.7%, in August to a record 58.20 billion lei; since the beginning of the year, it has increased by 6.21 billion lei, or 11.9%. The weighted average yield on government securities sold at auction in January-August reached 9.56% per annum.
• In the first half of 2026, Moldova received $239.5 million in external government loans, 44.9% less year on year; 83.5% of the inflow was used for budget support. External public debt service amounted to $149.7 million, 59% less than a year earlier.
Energy and Resources
• Romania is advancing preparations for the third 400 kV Gutinaș-Strășeni power line: the total length will be about 270 km, including 70 km in Moldova; the cost of the Moldovan section is estimated at about $130 million, with most of the financing expected from the U.S.
• A guarantee mechanism is being prepared for energy-efficiency upgrades in apartment buildings, covering up to 90% of the loan amount, with a maximum of 10 million lei per borrower. Loans may be issued for up to 7 years, with the effective interest rate for the borrower capped at 5% per annum.
Foreign Economy and Trade
• In the first half of 2026, 64.2% of Moldova's exports went to the EU; the value of shipments reached 1.06 billion euros, up 12.7% year on year. Romania remained the largest market at 450.02 million euros, or 27.27% of total exports.
Government Regulation
• Parliament approved the 2027 tax and customs policy in the first reading; the Ministry of Finance estimates additional budget revenue from the excise policy at 2.7 billion lei. Excise taxes on diesel are to rise by 20% annually in 2027-2029, and those on gasoline by 10%.
• Starting October 1, 2026, parcels worth up to 150 euros from foreign online platforms are planned to be subject to 20% VAT, and from January 1, 2027, additionally to a 12-lei fee for each delivered parcel. The Ministry of Finance expects the new fee to generate 120 million lei.
• The luxury tax is proposed to be levied at 0.8% only on the portion of the assessed value of housing exceeding 4 million lei. Starting January 1, 2027, the results of the general real estate valuation and revaluation will be used for property taxation.
International Relations
• Moldova and the World Bank have begun discussing a new partnership framework that will define priorities for future cooperation and external financing. Since Moldova joined the World Bank in 1992, the Bank has allocated more than $2.3 billion to projects in various sectors.
Investment and Projects
• Six organizations received EU-supported grants totaling more than 1 million euros for startup and entrepreneurship programs, from incubation to entry into international markets. The recipients are ATIC, Dreamups, Startup Moldova, Technovator, XY Partners and YEP! Moldova.
Banks and Finance
• Banking-sector assets reached 202.02 billion lei at the end of June, up 6.4% since the beginning of the year; the gross loan portfolio amounted to 114.32 billion lei and grew by 11.7%. The sector's net profit in the first half of the year increased by 14.6% to 2.36 billion lei.
• The banking sector's deposit balance increased by 5.5% in the first half of the year to 152.43 billion lei; deposits from individuals reached 93.61 billion lei. The share of non-performing loans rose to 5.2%, compared with 4.3% at the end of 2025.
• The BNM's foreign exchange reserves reached a new all-time high of 5.42 billion euros as of September 4, increasing by 316.87 million euros, or 6.2%, since the beginning of the year.
Agriculture
• The authorities and the industry aim to double fruit exports in the coming years and increase the share of value-added products; this will require expanding sorting, cooling, packaging, storage and processing capacity.
• Daz Duere is building a sheep farm with a $1 million grant under the AGGRI project: 930 sheep are expected to be delivered in October, and once the project is completed, four sheep barns will have capacity for 4,000 Dorper meat sheep.
Social Economy
• The personal income tax exemption is proposed to increase in 2027 from 29,700 to 40,020 lei per year, or by 34.7%. According to the Ministry of Finance, each taxpayer would save about 103 lei per month, while the budget would forgo about 780 million lei.
• In 2025, employment relationships were formalized for 6,206 people who had previously worked informally; the formalization rate for identified undeclared employment was 76.8%. The State Labor Inspectorate conducted 3,453 inspections and identified 21,550 violations.
