The relevant loan agreement was signed on September 17 by Moldova's Minister of Finance, Victoria Belous, and Arvid Tuerkner, Managing Director of the European Bank for Reconstruction and Development (EBRD) for Ukraine and Moldova. The EBRD loan will be disbursed in two tranches—175 million euros and 169 million euros. In addition to the EBRD loan, the project involves securing European grant funding. The EBRD is in the process of mobilizing a grant of up to 11.4 million euros through the European Union's Neighborhood Investment Platform; Moldova will receive an additional 7.7 million euros in the form of a grant through the Connecting Europe Facility. A contribution of up to 34.2 million euros to the project is also planned, financed from concessional EU resources provided under the Growth Plan for Moldova. As specified by the Ministry of Finance, the funding will be used for rehabilitation, construction, and expansion of certain sections of the R7 Rîșcani–Soroca and M3 Chișinău–Comrat roads, as well as for technical supervision and support services necessary for the project's implementation.
