According to the Ministry of Energy, in particular, in order to strengthen the security of petroleum product supplies and ensure the necessary infrastructure for creating emergency reserves, the Ministry of Energy is preparing a nationwide inventory and assessment of existing petroleum product storage capacities in Moldova. This initiative is part of measures to implement the Law on the Security of Petroleum Products Supply, adopted as part of the harmonization of national legislation with the European Union's regulatory framework. The law provides for the phased creation of emergency reserves of petroleum products, which requires determining available capacity, the extent to which it is utilized, and the potential for its effective use. The inventory will cover both state-owned and private facilities, including operational storage facilities, unused or mothballed facilities, as well as infrastructure that can be put back into service after modernization, reconstruction, or restoration. The results of the assessment will make it possible to determine the available capacity for establishing emergency reserves of petroleum products, establish the amount of investment required to modernize existing infrastructure, and identify the need to create additional capacity. The data obtained will form the basis for developing an Action Plan. To ensure the transparency of the process, the Ministry of Energy has published a Concept Note on the Identification and Assessment of Petroleum Product Storage Capacity in Moldova. The document defines the objectives, general approach, and stages of the assessment. Based on the Concept Note, a draft Regulation on the Inventory and Assessment of Petroleum Product Storage Capacity will be developed. The document will be published and submitted for public consultation with the participation of representatives of government agencies, owners and operators of storage facilities, as well as other interested parties. The Ministry of Energy urges all interested parties to review the Concept Note and submit their suggestions and recommendations. The implementation of this initiative is aimed at strengthening the national petroleum products storage infrastructure and enhancing the resilience of the country's supply system. This will ensure uninterrupted supplies of petroleum products in the event of crises or major market disruptions. // 05.11.2026 — InfoMarket.
