The Ministry of Energy, in partnership with the Ministry of Economic Development and Digitalization and the Organization for the Development of Entrepreneurship (ODA), is developing a new product to provide loan guarantees for investments in Battery Energy Storage Systems (BESS). This instrument will facilitate investors' access to financing and contribute to the development of the energy infrastructure necessary for integrating the growing volume of energy from renewable sources. The concept for the new product was presented at a working meeting attended by Сarolina Novaс, State Secretary of the Ministry of Energy; Natalia Selevestru, State Secretary of the Ministry of Economic Development and Digitalization; Vadim Indoitu, Deputy Director of ODA; Dorel Noroc, President of the Association of Banks of Moldova, representatives of commercial banks, and a group of experts brought in with the support of the Expertise France technical assistance project. The meeting analyzed the loan portfolios for renewable energy projects, as well as the main challenges and risks associated with their financing. The State Secretary of the Ministry of Energy emphasized that, as the installed capacity of renewable energy sources increases, storage systems are becoming indispensable for ensuring the flexibility of the electric power system. "The creation of a credit guarantee instrument will reduce risks for the banking sector and promote private investment in an area that is strategically important for the country's energy future," said Сarolina Novaс. Representatives of the banking sector were presented with the concept and key parameters of the guarantee product. Participants highly praised the initiative and agreed on the need to gather additional information from financial institutions to optimally determine the scope of the instrument and adapt it to market needs. Once the consultation process is complete and the banks' proposals have been incorporated, the product will be submitted to the Enterprise Development Organization for approval. Authorities expect the new financial instrument to be approved in early September. The main objective of this instrument is to facilitate investors' access to financing by reducing the risks assumed by financial institutions and creating the necessary conditions for the accelerated development of energy storage capacity. Among the measures under consideration are the creation of mechanisms for state support of investments in energy storage systems, as well as the possibility of deferring the payment of VAT on imports for a certain period. Authorities are also considering the possibility of waiving the requirement for a construction permit and zoning plan for energy storage facilities and renewable energy parks in order to reduce administrative delays and accelerate investment. The implementation of this initiative is aimed at stimulating private investment in energy infrastructure, increasing the flexibility of the electric power system, facilitating the integration of a greater share of renewable energy, reduce the risks of curtailment of renewable energy generation, strengthen energy security, and reduce dependence on energy imports. Currently, the capacity of approximately 30 battery storage systems in the country totals 150 MWh, which represents less than 10% of peak demand. By the end of the year, capacity could increase more than fourfold, representing private investment of approximately 150 million euros.
