Macroeconomics
• Since the beginning of the year through September 18, the State Tax Service collected about 61.6 billion lei for the national public budget, 6.3 billion lei, or 11.4%, more than a year earlier. The state budget received 25.32 billion lei (+13.8%), while the social insurance budget received 21.77 billion lei (+9.3%).
Energy and resources
• The authorities agreed on the need to declare a state of emergency in the energy and hydrological sectors; Parliament is due to consider the bill at an extraordinary sitting on September 22. The regime is intended to allow faster decisions on electricity and water supply, gas reserves and other crisis-response measures.
• The TTF gas price stood at 77.31 euros/MWh on September 21; European storage facilities were about 69% full, compared with a five-year average of around 85%. Prices for deliveries from October 2026 through February 2027 remain around 76-77 euros/MWh.
• Moldova's strategic gas reserve amounts to 56.3 million cubic meters, enough for about 10 days of winter consumption. The Ministry of Energy does not consider it prudent to use it to smooth prices, since the reserve is intended for serious supply disruptions or extreme cold.
Government regulation
• The National Commission for Financial Markets has put new prudential requirements for investment companies out for consultation, covering capital, liquidity, risk management and segregated accounts to protect client funds. Comments are accepted until September 29.
• The draft Pharmaceutical Law provides for mobile pharmacies and vending machines only in villages without brick-and-mortar pharmacies, with a three-year pilot period. Rural branches would be exempt from licensing fees for five years, while applications would be reviewed within no more than 15 business days.
Investment and projects
• Under the 72.4 million euro 'Energy Efficiency in Moldova' project, solar panels will be installed on 15 hospital buildings; thermal insulation, replacement of windows and doors, and modernization of engineering systems are also planned.
• Moldova Railways announced a tender for design services for the repair of 183 km of railway track on the Valcinet-Ocnita-Balti-Ungheni-Chisinau-Cainari corridor. The design work is estimated at 25 million lei excluding VAT; the EU previously allocated a 20 million euro grant for reconstruction of sections of the North-South corridor.
• The irrigation system in Climautii de Jos, Soldanesti District, is 80% complete; investment totals 5.4 million lei, including an IFAD grant of about 5 million lei. Once completed, the system will irrigate at least 60 hectares for 31 farmers.
Banks and finance
• The net profit of Moldova's 10 banks in January-August totaled 3.28 billion lei, up 10.2% year on year. Maib, Moldindconbank, Victoriabank and OTP Bank accounted for 93.6% of total profit.
• New loans in August totaled 7.24 billion lei, down 2.1% from July; legal entities received 64.4% of the volume. Mortgage loans to individuals totaled 975 million lei at an average rate of 8.07%, while consumer loans amounted to 1.57 billion lei at 10.96%.
• The volume of new time deposits in August fell 11.7% from July to 27.09 billion lei. Legal entities accounted for 68.5% and individuals for 31.5%.
Industry
• Industrial production in January-July increased by 7.7% year on year, and by 7.1% in July. Manufacturing rose 6.9% over seven months, food production 14.1%, machinery and equipment 26.6%, and metal structures and products 36.7%.
Agriculture
• The European Union accounted for 61% of Moldovan bottled wine exports in the first seven months, the CIS for 25%, Africa for 6%, America for 4% and Asia for 3%. Meanwhile, Moldovan wine exports to Canada fell 26% in 2025, from $5.49 million to $4.07 million.
