Moldova plans to launch the e-Democrație (e-Democracy) state platform in 2027, which cost 3.2 million lei to develop

At a meeting of state secretaries, a draft government resolution on the establishment of the platform and the approval of its operating regulations was considered. The new platform will combine tools for submitting electronic petitions, requests for information, collecting feedback on public services, and conducting online surveys. The new system should increase citizen participation in decision-making processes and create an additional digital channel of communication between society and the state. The platform will not replace the existing petition process, but will complement it by providing a more convenient and integrated mechanism for contacting public authorities. The platform will consist of three main services: the e-Petiție (e-Petition) tool will allow individuals and groups to submit electronic petitions, as well as requests for information of public interest; the e-Feedback service will be used to evaluate the quality of public services; and e-Survey will be used to conduct consultations and surveys of citizens on issues of public importance. The explanatory note to the draft notes that Moldova continues to have low levels of citizen participation in public consultation processes, and that collective online petitions, despite significant support, often have no practical effect due to the lack of adequate technical and legal mechanisms. It is expected that the new platform will increase transparency, citizen engagement, and the quality of interaction with public authorities. According to the project, from January 1, 2027, the registration of requests for information of public interest is planned to be transferred exclusively to the e-Democrație system. The development of the platform was financed by the Soros Moldova Foundation and the German Agency for International Cooperation (GIZ), and the total cost of creating the system was 3.2 million lei. The annual costs of administration, maintenance, and development of the platform are estimated at approximately 2 million lei and will be covered by funds allocated from the state budget of the State Chancellery, as well as from other legal sources. // 10.03.2026 – InfoMarket.
