In Moldova, from 2026, a pack of cigarettes and cigarillos must cost at least 46.59 lei per pack – the State Tax Service
The State Tax Service (SFS) announced this, informing taxpayers engaged in the trade of cigarettes and cigarillos that in 2026 the base price of a pack containing 20 units of this product will be 46.59 lei, and the sale of cigarettes and cigarillos at a price below the base price will be prohibited. According to the provisions of the Tax Code, the retail sale of cigarettes and cigarillos at a price lower than the base price will result in a fine of 30% to 50% of the value of the cigarettes and/or cigarillos in stock at the time of inspection, based on the base price. The base price (per unit package) is the value obtained by applying (multiplying) the minimum excise tax rate for the reporting year to the volume in physical terms (1,000 pieces) by a coefficient of 1.46, multiplied by the number of cigarettes in a unit package and divided by 1,000. The base price includes all taxes and fees. The retail sale of cigarettes and cigarillos by any person at a price lower than the base price is prohibited.
