Moldova will use modern tools to analyze the impact of tobacco taxation

According to the Ministry of Finance, tobacco taxation policy is an important tool for protecting public health and ensuring sustainable budget revenues. In order to make decisions based on reliable data and analysis, the authorities discussed the Tobacco Tax Impact Assessment Model presented at a technical seminar organized by UNDP in Moldova in conjunction with the Ministry of Finance. The discussions were attended by State Secretary of the Ministry of Finance Corina Alexa, as well as experts from the Ministry, the State Tax Service, the Customs Service, and the Ministry of Health. The analysis and model were developed by UNDP experts, who presented the methodology used, the structure of the tool, and preliminary conclusions on the tax implications of tobacco taxation. The technical presentation was given by Barbora Kohoutova, an international consultant on health tax policy, who explained how the model can help national authorities develop tax policy. Corina Alexa emphasized the importance of the tool in the process of modernizing fiscal policy and bringing it closer to European legislation. According to her, the preliminary results provide a clearer picture of the principles in line with European legislation that the Ministry of Finance has adopted in the process of aligning with the European fiscal system. “With the support of UNDP experts, we will obtain an essential tool for assessing the behavior of economic agents and consumers, as well as for assessing the impact on budget revenues. This is a modern tool for modeling fiscal and customs policy,” said the State Secretary of the Ministry of Finance.
