Fruit producers proposed modifying the e-Zilier system to accommodate the specifics of the agricultural season
These and other issues were discussed at a seminar held by the Moldova Fruct association with representatives from ministries, UNDP, the CIVIS Center for Sociological Research, and Helvetas Moldova. Participants noted that digitalizing seasonal worker records has eliminated the need for paper logs, but practical challenges remain. Agricultural enterprise representatives suggested that the platform should be able to save and reuse digital vouchers, group them by day, delete cancelled entries, and adapt the system to the unstable internet connection in rural areas. Producers also noted that many seasonal workers arrive without identification documents, and some citizens are wary of official registration due to the potential impact on their social benefits. Furthermore, a number of procedures, including occupational safety training and salary payment confirmation, still have to be completed on paper due to workers' lack of an electronic signature. Because of this, companies manage some of their document flow in the system, while others continue to be handled manually. The Ministry of Labor and Social Protection stated that the proposals received will be considered, noting that the platform's functionality is planned to be optimized to reduce the administrative burden on employers while maintaining legal requirements.
