In Moldova, electronic taxi management systems (platforms) will be required to process payments through the country's licensed financial institutions
This is provided for by the relevant amendments to the Road Transport Code, which parliament adopted in the first reading. The bill aims to prevent situations where economic agents avoid using the Moldovan financial system to process taxi service transactions. Without processing payments through licensed financial institutions, authorities face difficulties monitoring financial flows, assessing the risks of tax evasion, and determining the amount of VAT payable for intermediary services provided by the platforms. At the same time, the government will develop a procedure for suspending and resuming the operations of electronic taxi management platforms in Moldova. Another amendment aims to tighten penalties for allowing vehicles not registered in the Road Transport Operators' Register (ROTR) into the system. The authors state that, although the number of violations has decreased in recent years, this phenomenon still exists on a significant scale. Thus, if at least five cases of access to the system of vehicles not registered in the ROTR are detected within 12 months, the platform's activities may be suspended in accordance with legal provisions. Platform administrators will be required to submit a declaration of personal liability, in which they assume the exclusive right to use vehicles registered in the ROTR. "Although previous amendments have led to a decrease in the number of violations of legal provisions regarding the use of vehicles not included in the ROTR as vehicles within taxi services, this percentage is still quite high. Therefore, the proposed amendments provide for stricter conditions for applying sanctions to platforms that allow the use of vehicles not registered in the Road Transport Operators' Register (ROTR) to provide services through platforms or management systems," the explanatory note to this legislative initiative states. The draft amendments to the Road Transport Code will be submitted to Parliament for consideration in a second reading.
