The total value of projects approved for implementation through the Residential Energy Efficiency Fund (FEERM) in 2025 amounted to 135.9 million lei
Ion Muntean, Director of the National Center for Sustainable Energy (CNED), presented these figures at a roundtable discussion on the results of the FEERM state program, the impact of investments in the energy efficiency of multi-unit residential buildings, and the role of the media in informing and raising public awareness about available financing opportunities. One of the program’s key areas has been the energy renovation of multi-unit residential buildings. In 2025, energy audits were prepared for 98 residential buildings, 77 homeowners’ associations joined the program, 14 investment projects totaling 69.15 million lei were approved, and design and procurement procedures for the work were launched. The program also covered rural households with extremely high energy vulnerability. Cooperation was established with more than 600 households, 350 field visits were conducted, 192 energy audits were prepared, 152 funding applications were approved, and 141 contracts were signed, with work already completed at 39 sites. Under the “Green House” (Casa Verde) program, 88 investment projects were approved, 68 financing agreements were signed, and the total amount of approved grants reached 17.6 million lei. According to Ion Munteanu, public interest in this program has been high: approximately 745 applications were submitted, confirming the demand for financial support for residential energy retrofits. According to CNED estimates, the implementation of the approved projects will save more than 5.86 million kWh of energy and over 14.6 million lei annually, as well as reduce carbon dioxide emissions by more than 1,400 tons per year. The area of heated and modernized facilities will exceed 60,000 square meters, and the installation of approximately 400 kW of solar photovoltaic capacity is also expected. The head of CNED noted that 2025 marked the actual launch of large-scale investments in the energy modernization of the residential sector, and the implementation of multi-year projects will continue in 2026–2027. He also recalled that in 2025 CNED created and launched the FEERM digital platform, through which projects are submitted, evaluated, and tracked entirely electronically. The event also addressed the challenges that arose during the implementation of projects through FEERM—the length of the energy audit process, a shortage of specialists and companies in the market to carry out energy efficiency improvement work, insufficient public awareness of the specifics of the projects and their financial obligations, etc. FEERM (Fondul pentru Eficiență Energetică în sectorul Rezidențial din Moldova) is Moldova’s state program to improve residential energy efficiency, launched in April 2024 and managed by CNED in collaboration with the Ministry of Energy. The program funds energy renovations of apartment buildings and private homes to reduce energy consumption, heating bills, and the population’s energy vulnerability.
