Another 1,000 households in Moldova, including those without children, will be able to receive grants for energy-saving home renovations under the second phase of the “Green House” (Casa Verde) program
The new phase of the program and a new competition to select projects for funding were announced at a press conference on Tuesday by Vitalie Mita, State Secretary of the Ministry of Energy, and Ion Muntean, Director of the National Center for Sustainable Energy. The program’s total budget is 200 million lei; it aims to support 1,000 families in reducing energy consumption, lowering bills, and improving living conditions, while simultaneously accelerating the country’s transition to cleaner energy sources. According to Ion Muntean, the program will be implemented on a “first come, first served” basis and provides a grant covering 50% of the cost of energy efficiency work, up to a maximum of 200,000 lei per beneficiary. The remainder is financed from the applicant’s own funds. To ensure the quality of work and materials, state funds will be disbursed after the project is completed and technically verified by specialists. A new feature of this phase is the territorial distribution of the budget to ensure equal access to funds. Thus, 30% of the budget (approximately 600 million lei for 300 beneficiaries) has been allocated to Chisinau, while 70% (140 million lei for 700 beneficiaries) has been allocated to the rest of the country’s localities. This decision was adopted taking into account population distribution and the experience of the previous phase to ensure equal opportunities for all citizens regardless of region. Another important change is the removal of the criterion requiring the presence of a minor child in the applicant’s family. Thus, any Moldovan citizen who owns a single-family home may apply, provided they have no outstanding debts to the national public budget. Based on the experience of the previous application round, the organizers have implemented an automatic cutoff for accepting applications once the quota for each region is reached. “The system will no longer allow incomplete applications or those lacking required documents to be evaluated, ensuring that only properly completed files are forwarded for review. Furthermore, if an applicant owes 500 lei or more to the budget, they will be unable to submit an application,” said Ion Muntean. He also highlighted the most common reasons for rejection in the previous phase—mismatch in housing status (e.g., the property was not a single-family home) or an expired building permit for homes not registered in the cadastre—and urged applicants to carefully review all documents before beginning the submission process. The new phase of the “Green House” program offers owners of single-family homes a wide range of energy efficiency measures: insulation of roofs, exterior walls, and basements; replacement and modernization of heating systems; installation of solid biofuel boilers; installation of solar panels (provided that energy storage systems are installed and there is a major electricity consumer, such as a heat pump or electric vehicle); replacement of windows and doors; etc. Applications will be accepted starting March 18 via the specialized government e-platform feerm.md. // 17.03.2026 — InfoMarket.
