Moldova and the European Union will expand their strategic partnership in the field of customs modernization and digital transformation

This topic was discussed during a meeting held by Radu Vrabie, Director of the Moldovan Customs Service, as part of a working visit to Brussels with Matthias Petschke, Director of the Customs Unit at the European Commission’s Directorate-General for Taxation and Customs Union (DG TAXUD), the EU Co-Chair of the Moldova–EU Customs Subcommittee. The meeting reaffirmed the strategic nature of the dialogue between the Customs Service and DG TAXUD, as well as the role of the Moldova–EU Customs Subcommittee as an important platform for monitoring progress and coordinating reforms in the customs sector. The next meeting is scheduled for November of this year in Brussels. During the discussions, the progress of the Moldovan Customs Service in aligning its activities with EU best practices and standards was reviewed. Particular attention was paid to the harmonization of the legislative and institutional framework with EU legislation as a key element of the ongoing reforms. Progress was also noted in strengthening law enforcement mechanisms and institutional integrity, including through risk analysis measures, enhanced internal controls, training for customs personnel, and capacity building in the areas of investigations and oversight. Digital transformation is a central element of these reforms. In this regard, progress was noted in the development of modern customs information systems designed to ensure compatibility with the EU customs system’s IT architecture and to support efficient and transparent customs processes. In particular, the progress in implementing the New Computerized Transit System (NCTS) was highlighted as an important step toward alignment with the European transit system. “Modernization and digitalization remain strategic priorities. We want simpler, faster, and more transparent processes that meet both the requirements of the business environment and strict European standards,” stated Radu Vrabie. Another key topic of the meeting was the simplification of customs controls and the strengthening of border security in the current regional context. In this regard, the need to equip customs with modern control equipment, including advanced detection technologies designed to enhance risk analysis capabilities and improve the effectiveness of border controls, was discussed.
