Moldova will create a unified system of macroeconomic forecasting

The Ministry of Economic Development and Digitalization has prepared a draft resolution establishing a National Mechanism for Coordinating Official Macroeconomic Forecasting, which will consolidate forecasts from all government agencies and serve as the basis for budgetary and economic planning. The new mechanism will replace the current fragmented approach with a unified macroeconomic scenario, mandatory for the preparation of the state budget, the Medium-Term Budget Program, the Economic Reform Program, the public debt sustainability analysis, and other strategic documents. For the first time, the official forecast will cover six sectors: real, fiscal, labor market, external sector, financial sector, and structural indicators. Forecasting will be conducted three times a year—in spring, summer, and fall—with a four-year horizon. The Ministry of Economic Development and Digitalization will coordinate the mechanism. The Interdepartmental Committee for Strategic Planning will have final approval of the forecasts. To prepare forecasts for these new areas, the ministry's relevant department will be expanded by two positions, resulting in additional budget expenditures of 807,600 lei per year. As noted in the explanatory note to the project, the implementation of the unified system will improve the quality of government forecasts, make budget planning more predictable, and reduce uncertainty for businesses and investors. The new system is being developed in line with Moldova's commitments to the EU and is scheduled to be implemented by December 2026.
