According to the Ministry of Finance's data, taking into account the 2026 GDP forecast, the share of public sector debt in GDP as of March 31, 2026, amounted to 38.6%, representing a decrease of 0.6 percentage points compared to the end of 2025, but an increase of 2.6 percentage points compared to the same period in 2025. The increase in public debt in the first quarter of 2026 was due to an increase in government debt by 9 billion 844.3 million lei and in the debt of public sector enterprises by 1 billion 222.6 million lei. At the same time, the NBM's debt decreased by 17.1 million lei, while the direct debt of administrative-territorial units decreased by 53.9 million lei. As in previous periods, government debt continues to account for the largest share of total public sector debt, accounting for 95.4% of the total. The public sector's domestic debt balance at the end of Q1 2026 amounted to 57 billion 972.6 million lei, an increase of 7.7% compared to the level at the end of 2025. This dynamic was mainly due to an increase in the balance of domestic government debt by 4 billion 102.5 million lei and the balance of domestic debt of public sector enterprises by 111.4 million lei. The public sector's external debt balance at the end of Q1 2026 amounted to MDL 91 billion 558.9 million, an increase of 8.1% compared to the end of 2025. This increase was mainly due to the increase in the external government debt balance by MDL 5 billion 741.8 million and the external debt balance of public sector enterprises by MDL 1 billion 111.2 million. At the end of Q1 2026, the balance of state guarantees (provided entirely under the Prima casă state program) amounted to MDL 4 billion 739.8 million (1.2% of the GDP projected for 2026). During the reporting period, financial resources were refinanced in the amount of MDL 478.3 million and MDL 514.2 million were reimbursed.
