Several Moldovan NGOs published the “White Paper of Good Governance” with recommendations for the government of the country

The Independent Analytical Center Expert-Grup, the Center for European Policy and Reforms, and the Center for Legal Resources of Moldova issued a White Paper, which contains proposals for the authorities on priorities for the next 12 months. The document is a brief overview of the main recommendations on policies and reforms in the economic, social, judicial spheres, foreign policy, security and defense, public administration reform, as well as on the implementation of the Association Agreement and the Agreement on a Deep and Comprehensive Free Trade Area with the EU. According to experts, Moldova needs to resume negotiations with the Russian authorities in order to reassess the restrictive measures applied to goods of Moldovan origin; as well as promote a political dialogue with Russia in compliance with the national interests of Moldova; strengthen strategic partnerships with the United States, Romania, Ukraine, Georgia and other Eastern Partnership countries to speed up the implementation of EU standards, adopt secondary legislation that provides for the continuous implementation of European standards and their practical application in the business environment; review initiatives aimed at expanding free trade regimes with countries where there is a deep trade imbalance, as well as limited export potential (for example, China); remove obstacles to the export of animal products to the EU market, etc. Experts support the preservation of the tax policy adopted by the old government, including the flat tax rate; as well as the full implementation of the MTender electronic public procurement system. In addition, experts presented several recommendations on the preparatory process for the launch of the new association program for 2021-2023 by reviewing the EU-Moldova association program (2017-2019) and setting medium-term priorities for negotiations with the EU on a new three-year association program.
