This is envisaged by the Government Action Plan for 2019-2020, published in the Monitorul Oficial. By the end of the year it is planned to amend the Law on Voluntary Declaration and Tax Incentives in order to declassify information on the beneficiaries of capital amnesty. It is worth noting that as a result of the application of this law and the collection of a declaration fee (3%), about 1 million lei was received in the state budget. According to the Action Plan, it is planned to adopt amendments to the legislation by the end of 2019, based on the goals of the fiscal policy for 2020, in order to strengthen public finances and stimulate the activities of economic agents. It is planned to study the possibility of using corporate income tax as a source of regulation of the budget system revenues (with the introduction in 2020). The catalog of fixed assets will be updated in order to bring it in line with economic realities. It is planned to continue harmonization of the legislation of Moldova with the European one in the field of VAT and excise taxes. The STS will improve and optimize the process of servicing taxpayers through the introduction of an electronic service for paying taxes and fees; new information systems will be introduced and refined (“Electronic Taxpayer Account”, “Electronic Sales Monitoring”, etc.). By the end of 2019, a regulation on the conduct of a tax lottery will be approved in order to encourage non-cash tax payments. Tax administration will be optimized in order to improve the procedure for the enforcement of tax debts from individuals. It is planned to improve and automate the mechanism of interest deduction of 2% of income tax. Until the end of 2020, it is planned to introduce an automated information system “Electronic Register of Workers”. It will provide a record of all workers and employers in Moldova.
