The Government of Moldova approved a public-private partnership for the modernization of 30 bus stations and bus stations in the country for 3 years.
The Cabinet approved the objectives and conditions of public-private partnership for modernization and increasing the efficiency of the branches of the state enterprise "Stations and bus stations", the general requirements for choosing a private partner. The document provides for the modernization of the infrastructure and activities of 30 bus stations and bus stations, which implies: repair of administrative buildings; overhaul of platforms, parking lots and adjacent to railway stations land; construction / repair / reconstruction of infrastructure (sanitary groups on platforms, water supply, sewerage, platform lighting network, apron roof, access roads for people with disabilities); modernization of information systems. In addition, this envisages creating the necessary conditions for the bus terminal activity in accordance with international norms and standards, ensuring access to quality services and maximum safety for persons involved in passenger transportation (bus station employees, transport operators, passengers, etc.) increase the efficiency of bus stations and stations by introducing modern management systems, ensuring the strengthening of their competitiveness and positions in the market, reducing illegal passenger traffic, etc. The implementation of the approved public-private partnership project involves the transfer of rights to services provided by SE "Vokzali I Avtostantii/Busstations and Autostations" to the private partner and the property necessary to provide these services. The investor should invest about 200 million lei in the project within 3 years, while 148 million lei will be required for overhaul / reconstruction; 22 million lei - for unforeseen work; 21 million lei for the modernization of the information system and 8 million lei for the acquisition / development of the necessary software. It is expected that the investment will pay off within 25 years. The investor will undertake the construction, financing, operation and maintenance of the upgraded facilities. At the same time, he will have the right to charge a fee for using the facility to compensate his investments and to cover maintenance costs, as well as to make a profit. According to the developed feasibility study, the project will be beneficial for the state: a private partner will annually contribute 4 million 975 thousand lei to the state budget with an annual increase of 5% of this amount. Thus, during the entire 25-year period of the project implementation, he will transfer to the state about 250 million lei for the use of assets and services. In addition, about 200 million lei will be transferred in the form of taxes and duties. Indirect benefits will consist also in the fact that bus stations and bus stations will have an infrastructure that will be able to serve growing traffic flows and passengers, provide high quality of services and passengers' safety, will invest in modern IT equipment and technologies to monitor security aspects, quantity flights and served passengers. It is stipulated that the Public Property Agency will organize and hold a public tender for the selection of a private partner in one stage, conclude a contract with the selected private partner and monitor compliance with its contractual obligations. //12.09.2018 - InfoMarket.
