Strict control over the quality of sold gasoline and diesel fuel will be introduced in Moldova according to the standards applied in the European Union
This is provided for by a draft government decree on amending a number of prior resolutions of the Cabinet, which was developed by the Ministry of Economy and Infrastructure and submitted for public consultations. The document establishes: technical characteristics for gasoline and diesel fuel, which guarantee compliance of the fuel sold in Moldova with European standards; the introduction of a system for monitoring the quality of gasoline and diesel fuel in accordance with the requirements of the EU legislation and compliance with the obligations undertaken by Moldova in the framework of the Association Agreement. It also specifies the powers of the regulatory body with respect to the recognition of inspection bodies, contains requirements for third party inspection bodies for recognition. According to the draft amendments, the import, storage and sale of petrol with tetraethyl lead will be banned in Moldova. Only gasoline and diesel fuel corresponding to the approved new technical characteristics of fuel quality will be allowed on the market of Moldova. The Ministry of Economy and Infrastructure will be the body responsible for the control system for gasoline and diesel fuel and will approve a national sampling plan. Sampling activities will consist of sampling of gasoline and diesel fuel in accordance with the approved national plan and checking the parameters of the technical characteristics set out in special regulations. Sampling will be handled by inspection bodies recognized by the Ministry of Economy and Infrastructure. The inspection body must have insurance contracts with insurance companies legally acknowledged on the territory of Moldova and have an insurance policy to compensate for damage that may be caused to a third party as a result of its activities, with a total liability limit of not less than 4000 conventional units. The developed government decree is intended to transfer the provisions of Directive 98/70 / EC of the European Parliament and the EU Council of October 13, 1998 on the quality of gasoline and diesel fuel and its subsequent changes to the legislation of Moldova.
